Refugee Centre Spotting

It's been a while since i've done some spotting around BRU. Can you somebody tell me if the spotting place near 25R (refugee centre) is still accessible and if you're allowed to take some pictures there? I remember last time I was there, you couldn't park your car but it was ok to do some spotting if you walked to the place. To be exact, to reach the spotting place you'll need to pass the refuge center and walk up a small hill to be able to stand with your back against the refuge center fence.
