this is what I just found in my mailbox:
THE RUSSIAN "NOISY" AIRCRAFT CAN FLY TO EUROPE ON A ONE-TIME BASIS

The Russian "noisy" aircraft can fly to Europe on a one-time basis. It
concerns all air carriers, with the exception of "Aeroflot" and
"Transaero", which fly "not noisy" aircraft. The Russian airlines, whose
planes do not meet the requirements of EU, may agree with some countries of
the European Union on charter flights. It became possible due to a
joint statement on relationship between Russia and EU signed in Luxembourg
Maxim Medvedkov. "The director of department of sales talks at the
Ministry of Economic Development", reported to RIA "Novosti"on Tuesday,
April 27. As far as regular flights to Lithuania and Hungary on "noisy"
aircraft are concerned, they will be possible before the end of this
year, Medvedkov said.
Someone with more information about this? Will this mean that nice Russian birds can visit EBOS again?

I think this agrement is meant for pax airlines that don't have equipment that meets the European regulations.
So this would basicly mean that the older version of the TU154 and the IL86 are allowed to operated into several airports again.

I don't think this will be for cargo operations.
