The same picture can be found here too. But it states that the picture has been made in France. More precise in Paris near Issy-les-Moulineaux.
In the same article I found there were plans to start an airbridge between Paris city and Brussels city. Some statements >

The heliport was situated at the end of l'Allée Verte, between the Quai de Willebroeck, the Boulevard Baudouin and the ... Avenue de l'Héliport, where is now the Parc Maximilien.(Corner N-W of the Pentagon). The picture could well be there, with the cranes next to the canal, and perhaps the buildings on the avenue de l'Héliport. It's hard to say, the surroundings have much changed since then.

I have just been on site this morning (under the rain !).
The first picture of this topic was taken on the Allée Verte, on the part of it which runs between the Quai de Willebroeck and the avenue de l'Héliport. The house between the two industrial chimneys is at the corner of Rue Masui.
The cranes don't exist anymore; they were near the Pont des Armateurs.
It seems the Bréguet was to land on a small strip of concrete just north of the héliport.
Here are the two main remaining buildings : the high one on the right, and the one at the corner of the Rue Masui; the high chimneys are gone.
The cranes were on the left ; we are looking to the north, in the axis of the Bréguet approach.
The heliport was in front of the firemen's old barracks (right), that we can see on the pics of SN30952. The heliport place has been made into a park (left)

The 4-engine aircraft might be a Brequet of the Société des Ateliers d'Aviation Louis Breguet?
A Breguet 941? a French four engined STOL
Can someone tell when this type was built, so we can determine the time window of this landing?
