This site lists CIV as Chomley, Alaska, USA.
Could the same code apply to two different airports?
I don't think so. The International Air Transport Association's (IATA) Location Identifier is a unique 3-letter code (also commonly known as IATA code) used in aviation and also in logistics to identify an airport.

I think that Chièvres only has an ICAO, which is EBCV. Just like Melsbroek only has EBMB. But I still think SD means Chièvres.
