The Dutch airforce will get another 9 F-35's Lightning II jets. This will bring their total to 46, allowing the establishment of a 3d squadron. The extra costs are estimated at about 1 Billion Euros. This includes not only the planes but also spare parts,simulators,software and extra infrastructure.
Announced by the Dutch ministry of Defense on October,8th.

What is to be the "extra infrastructure"? Reactivation of a closed fighter base, perhaps? Or "only" more shelters &c at existing bases?

For example she eats 270 Volt DC instead of conventional 400Hz ground power (B-1B and the raptor also run on 270VDC), and her avionics and other on-board electronics require a different kind of conditioned air, higher pressure and much drier.
