They would know beforehand whether or not they have a slot at AMS, so filing for AMS and diverting to LGG is not really logical. However, filing for LGG and “diverting” to AMS would work, since I don’t think they’re allowed to refuse a diversion except for very good reasons.
However, I don’t think this is actually the case, since this practice would very much be frowned upon.
I still think it’s a “glitch” in FR24, simply because of the way their systems work.

Today RU102 coming from KDFW with destination EBLG according to FR24, actually landed at EHAM and is tagged by FR24 as "Diverted AMS".
I agree with Kriva that this seems to be a glitch. FR24 may not have had the correct info hence go back to mom and defaults to the usual/historical destination. At least in some cases.
A quick check shows 29 RU102 flights since 01JAN18.
According to FR24, 10 had destination EHAM and all landed there. 19 flights are tagged as destination LGG but all have "diverted AMS".
Randomly I checked RU451, "SVO-LGG", and 12 also "diverted" to AMS since the beginning of this year.
Maybe FR24 is not always at fault.
RU602 KDFW-EDDF : 3 "diverted AMS", all 2 flights in the last two weeks
RU302 KORD-EDDF : 2 "diverted AMS", all 3 flights in the last two weeks
Is the situation easing at Amsterdam lately?

Due to some cancelled flights earlier this year by wx and strikes there are more slots available for cargo flights at AMS. And don't forget about the slight issue of overflight rights for Russian airspace that could have hurt KLM if ABC wasn't allowed more slots at AMS.

In the annual report of SOWAER (the Walloon Airports Company), I read that since 2002 Liege Airport has purchased 1774 buildings and insulated 8642 other ones. There were only 2% complaints on these transactions.
