The same configuration is still in use 2 hours later, and is causing quite a traffic jam at the Holding Point for 07L.

Don't understand they use 07R for landings. The noise impact is a lot less on 07L, I would expect. The VOR approach with an offset track, brings the acft more N of Brussels agglomeration, with the final approach passing over a nice park with very few inhabitants, a large industrial and train yard area, with the rwy touchdown zone at least 0.5 km further away from housing.

Also, a plane landing long on the 07R will need to backtrack, likely forcing the next one to go around.

That's all true, but the offset VOR/DME approach for 07L is not available after sunset, which makes 07R the only option for an instrument approach. Don't know what the visibility and ceiling were, but a surveillance radar approach on 07L is also an option. However, that requires a lot of blabla, reducing the arrival capacity and the arrival has to be visual with the runway at 3nm final. So in case of marginal weather with strong easterly winds at night, there really is something to be said for 07R...
About the long landing on 07R: it happens, but it's more exceptional than you might think. Don't forget you're landing with a nice head wind and there are very few heavy arrivals in the evening...

Wednesday evenening 07R for arrivals due to strong winds at 110 degrees. VOR Approach 07L prohibited after sunset (only visual approaches or surveillance radar approaches allowed after sunset). Departures received 07L. On 07R very difficult to expedite vacating due to direction of exit taxiways. At least 2 missed approaches last night due to arrivals going beyond C1 exit on 07R, requiring a 180 turn and backtrack. In general very good cooperation by pilots to vacate the runway safely ASAP, to maximize capacity. Earlier on wednesday single rwy 19 was in use for arrivals and departures with strong winds at 150 degrees.
