Is this 737 venting fuel?

In this pic of a Virgin Blue 737-800, there seems to be a streak of white stuff coming out of the vent on the bottom of the wing. Is this fuel?

To the best of my knowledge 737s can't dump, but the vent should be in that area of the wing tip.

Looks like fuel, it happens when the tanks are filled up at full capacity and with the A/C motion during pushback or taxi,some fuel can end up in the vent boxes....this is sucked out when the A/C is taking off or flying....

no big deal.
