Slight tailwind? Winds are from 110° @ 8kts... that's tailwind for the 25R indeed, but suitable for the very unusual 07L as you stated.

Indeed the METAR is not correct, regarding the overcast.
I've looked it up on http://weather.noaa.gov/weather/metar.shtml

You'll need to copy the effects files to the Effects folder in the main FS9 directory. When you downloaded and extracted the zipfile (for example the Thomas Cook livery ifdg_a320_tcx.zip) into your aircraft folder, you should see the following directories: Aircraft\iFDG A320-214 Thomas Cook Airlines...
