Our (new) mayor is not only rebuilding the city with the help of some real estate tycoons he is also art minded and will spend millions in art.

Serious, Brughes is the place to be all year round.
Oostende is more seasonal except for shopping as all the shops are open on a Sunday. :)

News article: the anti-airport association Wiloo will go to court because of a change in noise restrictions at Ostend Airport.

"De actiegroep vzw Wiloo trekt naar de Raad van State tegen twee besluiten van minister van Omgeving Joke Schauvliege (CD&V) over de luchthaven van Oostende. Het gaat over een nieuwe decibelregel en het lawaai van oefenvluchten. De minister besliste om de piekgeluiden rond nachtvluchten op te trekken, ook al waren er adviezen die daar tegenin gingen. De provincie West-Vlaanderen keurde de nieuwe normen wel goed, en Schauvliege volgde, ondanks een beroep van Wiloo. Nu worden pieken toegelaten tot QC26, terwijl er eerder voorzien was die terug te dringen van QC82 in 2010 naar QC12 van 2015. Ook het geluidsmaximum voor oefenvluchten wordt aangekaart. Die is verhoogd tot 77,3 decibel voor trainingstoestellen tot 2 ton, daar waar dat eerder vastgepind stond op 76 decibel. De vzw voelt zich verongelijkt door de normen in de nieuwe milieuvergunning en trekt naar de Raad van State.

Has the Belair reopened? What are their opening hours? I heard a rumour that, though their website says "daily 09-22" they only open when there's passenger flights?

The Belair has reopened a couple of months ago.

I suggest you contact them for more info.

The only thing I know is that the restaurant/bar has lost a lot of "non-airport" customers since the terror level 3 at the airport.
Families used to go their for a lunch or a drink(cycling tour) but with security guards and army at the gates people go somewhere else.
