The 2023–2032 Public Service Contract, signed between NMBS/SNCB and the Belgian State in December 2022, outlines the renewal of 50% of the national train fleet by the end of the contract period. This ambitious goal aims to accommodate expected growth in passenger numbers, enhance customer comfort, and replace ageing, failure-prone rolling stock with more flexible and energy-efficient trains.
In line with this commitment, NMBS launched a European tender at the end of 2022 for a framework agreement to supply new trainsets, starting with an initial order representing 54,000 seats. These new trainsets will offer modern comfort features including autonomous accessibility for passengers with reduced mobility, designated quiet zones, real-time information screens, connectivity, and ample space for bicycles. The order will also include battery-powered trains to eventually replace the current diesel fleet.
Following the suspension of a previous award decision by Belgium’s Council of State, the NMBS Board of Directors reconvened on 23 July 2025 and reconfirmed Spanish train manufacturer CAF as the preferred bidder. This renewed decision was made with full consideration of the Council of State’s ruling and adjusted reasoning.
The Board also acknowledged that all three bidding companies indicated their intention to work with local suppliers. NMBS welcomes this approach and has invited CAF to further detail and commit to this local involvement.
As part of the ongoing negotiations leading to the final contract award, NMBS has instructed its management team to request formal confirmation from CAF that its operations respect international law and human rights.
