Aircastle has recovered two of the 12 aircraft it has been leasing to Russian airlines.

Royal Air Maroc announces suspension of all flights to and from Russia over insurance problems.

Russian Association of Air Transport Operators members, which includes all the largest airlines in Russia, proposed to write off the remaining debts of carriers to the budget from 2020. The companies still owe about US$9.4 million in taxes and fees.

Canada says Belarusian aircraft are prohibited from entering Canadian airspace in response to their support of Russia’s unprovoked aggression in Ukraine.

Ethiopian Airlines will resume flights suspended between Addis Ababa and Moscow on 12 April 2022, with Boeing 787 aircraft.

Volga-Dnepr Group has temporarily suspended all flights for subsidiaries, AirBridgeCargo, Atran, CargoLogicAir (UK) and CargoLogic Germany, due to sanctions and the termination of the validity of airworthiness certificates.

Germany is investigating changes in ownership of a major shareholder of TUI linked to sanctioned Russian oligarch Alexey Mordashov. TUI said it has recently learned that the controlling shareholder of Ondero, which holds nearly 30% of TUI shares via Unifirm, was Marina Mordashova – wife of Mordashov.

Aero Mongolia has stopped its flights to Russia, citing the current Russia – Ukraine conflict.

Chine-owned Singapore-based lessor BOC Aviation filed a complaint in a New York court against AirBridgeCargo in an attempt to reacquire a B747-8F, MSN 60118, it had on lease to the carrier. Good luck with that!

Ural Airlines has approved a plan of anti-crisis measures against the backdrop of sanctions. The plan provides for sending a part of employees, including pilots and flight attendants, to downtime. Ural Airlines transferred its first Russian aircraft to the Russian registry — an A321, MSN 1905.

Yakutia received a permit for the maintenance of a B737 registered in the Russian register.

Moldova authorities have decided to reopen a portion of its airspace as of 21 March 2022, following the reassessment of the current situation regarding security risks.

Aeroflot subsidiary Aurora will continue to use foreign-made aircraft despite sanctions, as the wishes of foreign lessors seeking the return of aircraft were deemed “illegal”.

Red Wings plans to return eight A320/A321s to lessors, in an effort to minimise the risks of any potential claims on their SSJ100 fleet. The Russian government will make the final decision.

US Department of Commerce BIS division implemented stringent new export controls in furtherance of US sanctions against Russia and Belarus. A BIS license is now required for the export, re-export or transfer (in-country) to or within Russia or Belarus of any item subject to the Export Administration Regulations. Included within these categories are civil aviation aircraft, gas turbine engines, avionics and related parts.

Vietnam Airlines will temporarily suspend regular flights between Hanoi and Moscow from 25 March 2022.

CargoLogic Germany is no longer permitted to fly in EU airspace while sister company CargoLogicAir (UK) has not conducted a flight for almost two weeks.

US rating agency Moody’s says (re)insurers face claims of US$9-11 billion from Russia’s seizing of aircraft.

Rossiya Airlines has received permission from the Federal Air Transport Agency for the maintenance of Boeing and Airbus with Russian registration.

Ukrainian plane manufacturer Antonov proposes starting an international fund to build a new An-225, the world's biggest plane, to replace the one destroyed by fighting.

Building a new An-225 can cost more than $3 billion.

US Commerce Department says restrictions on aviation exports to Russia apply to whole aircraft, not just to aircraft components, software, and technology, according to an analysis by Katten and Rock Trade Law. Nearly 100 aircraft have flown to Russia from third countries since the issuance of restrictions, thus violating the restrictions. Aircraft flying within Russia are also in violation of the restrictions. The result, in either case, could be that the continued leasing or financing of such aircraft is prohibited under US law. Utair of Russia to withdraw from service all nine of its leased B737 NGs, citing owner requirements, a move that could preserve longer-term relations after sanctions end.

Ukraine International Airlines (UIA) has gotten an authority warning from insurance agency to end the protection of airplane for trips in the airspace of Ukraine. In such manner, UIA, in line with lessors, sends 5 Boeing 737-800 airplanes to Spain while holding other airplane in the organaization's armada. Furthermore, 2 airplanes of the aircraft are sent for booked motor upkeep in Belgrade.

Aircraft Leasing Ireland said that all of its members have complied fully with the sanctions and terminated their Russian airline leases by the 28 March 2022 deadline. They have had limited success in recovering their aircraft.

Cathay Pacific plans to reroute its New York – Hong Kong service to avoid Russian airspace, in what would be the world’s longest commercial passenger flight by distance. It will take about 17 hours and fly with A350-1000.

S7 Airlines has indefinitely postponed the previously planned launch of a new LCC Citrus due to the EU’s refusal to supply A320neos.

Ukraine International Airlines extended the suspension of regular and charter flights from/to Ukraine until 31 May 2022.

Irish lessor AerCap expects insurers to contest the company’s US$3.5 billion claims for more than 100 planes stranded in Russia. Aercap terminated leases on 135 aircraft and 14 engines with Russian airlines as the EU and US imposed sanctions following the invasion. The lessor has repossessed 22 planes and continues to pursue airlines for the remaining aircraft.

On its side, Irish lessor Avolon says its own risk is limited in Russia, with a net exposure of below US$200 million on 10 jets still blocked in the country after it recovered four aircraft.

Chinese-owned lessor BOC Aviation (based in Singapore) repossess a B747-8, on lease to AirBridgeCargo, and placed the aircraft in storage in California. Two other freighters on lease from BOC Aviation are still in Russia.

Rossiya Airlines has transferred all 125 aircraft in its fleet to the Russian registry.

EgyptAir is set to resume previously suspended flights from Cairo to Moscow within a week.

SriLankan Airlines announces the suspension of operations between Sri Lanka and Moscow, Russia with effect from today due to operational restrictions that are outside of the airline’s control.

US Commerce Department on Wednesday added 73 Boeing aeroplanes that are operated by Russian airlines and have recently flown to Russia to a list of aircraft believed to violate US export controls as part of sanctions.

Airbus is searching for alternative sources of titanium to ensure a lack of access to the lightweight metal doesn’t interfere with the planemaker’s plan to increase production.

US Commerce Department updated its list of aircraft that have flown into Russia in apparent violation of EARs by adding 73 aircraft and removing 12 aircraft that have been authorised by the BIS to return to their owners in “partner countries.” Several companies have already filed voluntary disclosures on potential violations, to allow the aircraft to depart Russia. Russia says all 400 plus foreign leased aircraft still in Russia after the termination of Western leasing contracts will remain in the country. Moscow would provide domestic airlines with US$1.25 billion in support along with subsidies in 2022.

Russian MRO company A-Technics has successfully passed the audit of the Russian Federal Air Transport Agency to provide technical support at Sochi airport for foreign-made aircraft, registered in the Russian register.

Wizz Air has cancelled all flights to Russia until 30 October 2022.

Russia’s President Vladimir Putin signs a decree that temporarily allows Russian airlines to transfer leasing payments to foreign companies in rubles.

A Ukrainian court has arrested 12 AN124-100 of Volga-Dnepr worth US$68.5 million.

Pegasus Airlines is resuming flights between Russia and Turkey, from Moscow and St. Petersburg in April, and from Grozny, Krasnodar and Makhachkala in May 2022.

United Aircraft (UAC) has launched the production of 20 Tu-214 over the next few years, which are to replace foreign aircraft. UAC also plans to increase the production of the Il-96 and Il-76.

Irish lessor Avolon has ten aircraft still in Russia despite the termination of leases attached to the planes. The lessor confirmed it had terminated 14 leasing contracts with Russian airlines in compliance with EU sanctions.

Singapore-based Chinese lessor BOC Aviation says the likely huge insurance claims related to the cancellation of aircraft leases in Russia are already leading to “horrendous” hikes in the cost of renewing policies.

Lufthansa says it will not use the airspace over Russia and Ukraine until 30 June 2022. I bet it will take longer than that!

Tupolev is currently working on 20 TU214 as an alternative to foreign aircraft amid sanctions. But how long will it take? And Russia expect the MC-21 aircraft will be produced fully from Russian components within 2-3 years: here at least we have a timing.

Russian airline Aurora will be provided with Russian-made aircraft as a matter of priority. In addition, this year, funding for three programmes to subsidise Russian air transportation has increased one and a half times and amounts to US$209 million.

Russian airline IrAero will connect Moscow and Tel Aviv from 18 April 2022 with SSJ100. No sanctions in Israel...

Aviastar-TU B757-200F, MSN 27051, was repossessed by Airwork (New Zealand) and flown to Phoenix.

EU allowed the transfer of leased aircraft to Russia after full payment of the lease, if entered into before 26 February 2022. This was reported in a statement published on the official website of the European Union.

US Treasury’s OFAC unit has added Alrosa Aviakompania (Russia) and SberLeasing (Russia) to its sanctions list.

Airbus urged Europe not to block imports of titanium from Russia, saying sanctions on the strategic metal would damage aerospace while barely hurting Russia’s economy.

Boeing dropped 152 aircraft from its backlog for the accounting requirement in March, two-thirds of which were related to the war in Ukraine.

EU announced its fifth wave of significant sanctions measures against Russia, which will directly impact United Engine and GTLK State Transport Leasing Company. The EU also placed a ban on jet fuel exports and provided new licencing grounds for aircraft finance leases concluded prior to 26 February 2022.

Russia has approved the rules for paying for leasing, renting and purchasing aircraft from companies from “unfriendly” countries. If the lessor has a structural unit registered in Russia, payments will be made in rubles. If the company has a structural unit in a country that has not joined the anti-Russian sanctions, the payment will be made in the national currency or in rubles.

Airbus defended its decision to keep importing Russian titanium, contending sanctions would hurt aerospace manufacturers who depend on the lightweight metal.

Rostec says the first deliveries of TU-214 and IL-96 aircraft to Russian airlines are planned for 2024.

Rusline announced the complete cancellation of all flights from Kursk Airport until 30 April 2022, due to uncertainty of the timing of the opening of airspace.

Russia says a fully import-substituted version of the SSJ100 with a Russian PD-8 engine will appear at the end of 2023.

Russia will discuss giving subsidies to airlines and airports to help them cope with the economic damage caused by western sanctions.
