The hijacker has released most passengers. Only five of them (three Britons, one Italian and one Irish) are still held on board, together with the crew.
His claims are still unknown.

The hijacker is an Egyptian national. He acted for personal reasons, related to his ex-wife who is a Cypriot.

Re: EgyptAir flight 181 from Alexandria to Cairo has been hijacked
What ?!
So those armoured flight deck doors that cost the industry a fortune to install, and took the live of hundreds of passengers and crews, did not prevent a hijack?
Tsss...
A guy shows his belt to the CC and says : "Would you please tell the pilots we are now going to Istanbul."
Too bad nobody ever considered this case. A truly unfair play of the game.
I wouldn't dare joking about this should it have been more serious but it does show the limitations of an instant fix of a problem.

Development now live on CNN as Breaking News, with now live coverage press conference Egyptian government and live image of the A320 at Larnaca (if it's live of course)
still 7 people onboard: 3 crew, 3 passengers, 1 security member (amazing Egypt confirms his presence onboard)
goverment confirms the ex-wife story, government doubts he indeed has a bomb belt

No, it wasn't delayed by paperwork, but by legal action. From that news source:sn26567 wrote: ↑19 Aug 2018, 19:05So, it took them two years to fill in the administrative papers?Passenger wrote: ↑19 Aug 2018, 18:17 Update 19/08/2018:

The Egyptian fought the extradition requests in the Cyprus courts arguing he would not receive a fair trial in Egypt.
“Having exhausted all legal remedies that could be used in court proceedings in Cyprus, Mustafa had appealed to the European Court of Human Rights through his lawyer three times, referring to the unsatisfactory conditions of his detention, which were rejected, as well as to the risk he would have been in if he was extradited to his own country,” the ministry said.
Mustafa subsequently had a change of mind. He expressed the wish to be tried in his own country, the ministry said, and as a result, his application to the ECHR was withdrawn and the extradition procedure was put in motion. The Republic of Cyprus and Egypt have a bilateral agreement for the extradition of suspects for criminal offenses.
The justice ministry said that “the Egyptian authorities have assured that Mustafa will face legal procedures that comply with international standards.”
