The flight from Kinshasa was cancelled this morning there are lot of long haul flights(SN) with problems letely!!!!

No directly involved, though I will become more interested in the EBBR Ops pace in a couple of hours if ever my flight shows up for my return flight tonight, but I suggest we integrate the following before pointing fingers :
Local issue.
Holdover time. You may see de/anti-icing trucks idle because there is no point in treating an aircraft if, due to Wx, the take-off throughput is limited (e.g. only one RWY at places were regular Ops use two).
If the treatment is applied too early before TO can take place you are bound to return to the de-icing bay.
Bigger picture.
Your destination airport may be also suffering from wintry conditions with slowed down traffic.
Hence, no need to allow for TO if you have a bottle neck at destination forcing you to hold.
Maybe this was the reason for your special and personal flight to be delayed.
Maybe not.
I don't know.
And if you don't know either and we both start complaining, we will publically show our common ignorance.

SN357 was diverted to Brazzaville today.

With all pax onboard on time, my flight eventually pushed back 1 hr 47 min late. The reason: waiting for the de-icing truck.
What I learned today is that the responsibility for de-icing is not on the airport, but on the handling agent, in this case Aviapartner. Not enough equipment? The airport had the runways cleaned! Why not the handlers?

Ah, you mean those handlers that had a strike over under staffing and badly maintained equipment? Are you sure it's all on the late de-icing ? De-icing is requested by crew and is based on a first come first serve base for most airlines (some get pre de-iced). Ctot or Tsat can also affect the arrival of the de-icing teams. A few newspapers report that a female passenger (45) died on a flight from Athens to Brussels, arrival at Brussels on Tuesday afternoon. She was accompanied by her husband, but he (and the crew) thaught that she was asleep. A post mortem investigation will have to determine the cause of her death.
It seems that only one flight matches the criteria: Aegean A3-622, 29/01/2019, scheduled 15h10-17h30, actual 15h28-17h14, operated by A320 SX-DVI (look at arrival time A3-622 and departure time A3-623):

And today Saturday it is (for once! ) EBCI Charleroi Gosselies that suffers from a shortage of ice/snow clearing trucks, causing delays up to 6 hours.

Brussels Airlines flight SN465 BRU-KGL-EBB-BRU skipped the Kigali stop on 2 February due to bad weather in Brussels: it departed from BRU 4 hours late.

I deeply respect your work guys, and acknowledge how dependent you are of PR departments of airlines to be invited for events. And certainly when it comes to "belgitude Brussels Eurowings Airlines". But please next time refrain from recopying what the spokesperson tells you say / write.
8 to 10 hours bus ride in the dark on eastern Africa roads is just something unacceptable from a company that charges very expensive average fares on the KGL route.
A professional company knows how to deal with a layer of 2 cm of snow (and without blaming BAC or Swissport). A crew should have been available to take over as soon as they noticed the originally assigned crew would be off-duty even with so-called extended duty rules. That's contingency management. That's professionalism. Would you ever imagine LH or LX doing this ??
Some people here tend to wonder why LX gets all its advantages and why it is considered as "premium" but such saga is a good explanation. Brol chipotage Airlines is and will always be a low-profile low-management airline. A box of Neuhaus can't to anything about it...
