A Ryanair Boeing 737-800, registration EI-DLD performing flight FR-967 from Gothenburg Saeve (Sweden) to London Stansted,EN (UK), was preparing for delayed departure, the delay due to late arrival of the aircraft, the passengers had boarded and the stairs had just been pulled back from the aircraft doors, when a flight attendant fell out of the rear door of the aircraft about 3 meters/10 feet down onto the apron

Sometimes a door can only be closed when the stairs are removed, but yes, wise words!

The woman sustained injuries to her head and was bleeding when the ambulance came to pick her up, according to the passenger. According to Nyberg, she was able to answer questions asked by the medical staff but had no further information about her status

Not sure about the Irish legislation, but in Belgium the number of pax would count.
You need, as was said, 1 Cabin Crew Member per started 50 pax (51 pax => 2 CCM).
If you fly a 747-400, or any other airliner, completely empty, you don't need any CCMs at all.(Again, under the Belgian legislation)

I tought the required cabin crew are for the amount of seats,
but in case something happens they can leave with only 3 cabin crew if you have 1ccm per 50 pax
if it would have happened at a base they would have taken a ccm on standby

That's correct, but the only reason it's legally required is to be ready for last minute changes. If there wouldn't be anyone available, you should be able to do the flight legally, with a max. of 50 pax per CCM on both legs.

It's not like they dispatch us with 3 CCMs on a 737-800 when there are less than 150 pax on the in- and outbound leg.

Paramedics took the injured crew member to hospital where she was treated for her injuries before being later released.

A spokesman for Ryanair said that the woman would return to work in the next few days.

He added: "Ryanair is relieved and pleased to report that the cabin crew member who fell from the rear door of the aircraft in Gothenburg yesterday appears to have suffered no injury and is expected to return to work in the coming days
