Turkish LCC Pegasus Airlines and Krygyzstan State Airlines Company have established a new company in Krygyzstan: KRA- Krygyz Pegasus Airlines.
Pegasus Airlines will have 49% stake in this new company. According to the agreement, after getting the relevant permissions the company will start flying in November. PGS will lend 2 aircraft for domestic destinations and 3 for international flights.
They plan to fly to Istanbul, Dubai, Seoul, Astana and Moscow from Bishkek. Krygyzstan has currently no suitable aircraft for international flights. They also plan to launch LCC concept for Krygyzstan's domestic flights.

No problem if they fly that way. Flying into Europe however will be subjected to approval by the European Union's air safety board.
From the EU blacklist: "... Banned are ... all air carriers certified by the authorities with responsibility for regulatory oversight of the Kyrgyz Republic ..."
However: because Pegasus isn't banned, Kyrgyz carriers can ask the EU for a permit to fly with wet-leased a/c from a non-banned carrier. Quote: "...Air carriers listed in Annex ... could be permitted to exercise traffic rights by using wet-leased aircraft of an air carrier which is not subject to an operating ban, provided that the relevant safety standards are complied with..."

What I heard (unconfirmed) that KRA may fly the passengers to Istanbul SAW then to the European destination with a connecting PGS flight.
