Belgian Government: 1 A330 will replace the A310's

Today it was announced that the Portugese company "Hi Fly" has won the bid for the delivery of the new governmental plane to the Belgian Government.

An Airbus A330 will replace both A310's currently in service. Instead of buying the aircraft the government has opted to lease the new plane. It will be dryleased from Hi Fly and will be flown with own staff. Scheduled delivery for the new plane will be within a month or 2 when the current pilots have requalified for the new plane.

It wasn't mentioned if the new plane was a A330-200 or a A330-300.

If it is the A332 then it's seems to be a brand new plane build in 2009, if it's a A333 then it's probably a plane build in 1996 (following details on the Hi Fly site).

And once again, belgium is outsourcing instead of taking intern possibilities ! (see inside the country)

Belgian companies had also respond to the bidding but, for political reasons probably, the decision was taken to take an airline flying Airbus and not Boeing ... yes you know, Belgium is in Europe ...

It is scandaleous if it is the reason !

It could have been able to help a belgian airline (help in costs of leasing, maintenance, training, ...) ... but no, we have to promote our european manufacturer ...

I hope there will be a query and that nothing has been hidden !

If the leasingcompany Hi Fly had actually the lowest bid and the best conditions it is normal they get the contract.

Why should the government give a contract to a Belgian company when they are certain that they couldn't defend their decision?

Both Sabena Technics & Abelag, the other candidates beside Avico/Hi Fly had time to file a complaint. They didn't... Today the term for filing a complaint was terminated, since no complaint was filed you can be certain that everything was legit.

And BTW... If you say the contract must go to a Belgian company then only Abelag was a candidate since Sabena Technics isn't a Belgian company anymore... Only Abelag is Belgian ;)

One more thing...

The Airbus is dry leased from Hi Fly... The operation of this aircraft will be done by the Belgian Airforce... So what's the big deal?

Belgium is using a European manufactured plane (where multiple parts come from Belgian suppliers) and will operate the plane by itself.

In case of Sabena Technics and Abelag the plane would also come from abroad since they both don't have a Boeing 767 (which they offered) in their fleet ;)

There are different stories in the press. Today’s newspapers say “nobody complained”. But on 13 August, Belga wrote: “Sabena Technics filed a complaint”. And even today, Express writes: “no final decision yet”.

If there is something wrong with the contract, SNT and Abelag need enough time to collect all necessary documents, proofs, files, … But what would have happened if they would have filed a complaint during the past two weeks? Belgium’s high court Conseil D’Etat / Raad van State then has to deliver a spoedarrest / arrêt d’urgence (on short notice) within 100 days, not allowing the RvS/CdE to do all necessary investigations and not allowing the complaintant to find enough proofs.

This is not case closed yet. And it won’t be the first fraud case within the SGA -Algemene Aankoopdienst – Service général des achats – from the Belgian Army.

What's going to happen to the 2 A310s?
I reckon they will be offered for sale, but who'll want to take them? They are crappy planes for sure, so to offload them, the government will have to take a massive loss on their value, especially in the economic climate of today!

As such, it would be good to launch an inquiry into who approved their purchase a decade or so ago, because back then they were supposed to be used for quite some time...

Consequences should be attached to whoever gave the go-ahead to buy those 2 heavily used A310s from SQ, whereas everybody in the industry knew they were amongst the most heavily used planes out there: operating a plane in a hot and humid climate, on regional routes alone, every single day really wears a plane down... Yet the Belgian Defence thought they could still fly them 20+ years? :lol:

So if I understand you correctly the Belgian government can buy/lease a US manufactured plane as long as the government does it from a Belgian company. However, the government cannot buy/lease a European manufactured plane from a non-Belgian company. Which principle are you trying to defend here?

Hello,

This will be CS-TMT the plane is currently in AMS for the paint job so will be soon coming to BRU.
Currently the plane is leased for 4 years and indeed it's a EX SABENA plane ( OO-SFX)

Bruno Stevenheydens (Vlaams Belang): Defensie heeft beslist de Airbus A310 te vervangen door een Airbus A330 van een Portugese maatschappij. Klopt het dat drie Belgische bedrijven de aanbesteding aanvechten omdat de procedure niet correct verlopen zou zijn? Waarom kiest Defensie voor een te groot vliegtuig? Hoe reageert de minister op de kritiek dat de leverancier van het vliegtuig een kwalijke reputatie heeft?
Luk Van Biesen (Open Vld): Het is vreemd dat er een toewijzing is gebeurd, zonder dat de reputatie is nagetrokken van de firma’s die op de aanbesteding hebben ingetekend. De solvabiliteit van de luchtvaartmaatschappij die het contract heeft gekregen, is dus onbekend, hoewel het een maatschappij is die uit een faillissement is ontstaan. De veiligheid van de regering en van de koninklijke familie kan men niet aan om het even wie uitbesteden. Het is ook bekend dat er wat interacties geweest zijn met ex-militairen die goede banden hebben met de diensten. De vraag is of er sprake zou kunnen zijn van voorkennis bij de betrokken luchtvaartmaatschappij, kennis die kan hebben geholpen om het contract binnen te halen.
Dirk Vijnck (LDD): Defensie zou een Airbus A330 huren bij het Portugese bedrijf Hi Fly, ter vervanging van twee A130 toestellen die te kampen hebben met chronische technische defecten. Op basis waarvan werd beslist dat er een leasingcontract van tweeduizend vlieguren per jaar moest komen. Op basis waarvan werd beslist dat maar één toestel de twee A310 toestellen zou vervangen? Welk toestel met welke registratie zal geleverd worden? Waarom werd er voor een dry lease gekozen? Hoeveel duurder is dat dan een wet lease?
David Geerts (sp.a): Is er een audit gedaan van de firma Hi Fly, die een bedenkelijke reputatie heeft? Heeft Defensie referenties gevonden in het buitenland? Onder welke vlag vliegen de andere vliegtuigen van Hi Fly? Is er een audit van naar Avico? Klopt het dat de onderhandelingen voor de Franse broker gevoerd werden door twee ex-werknemers van Defensie? In de offerte stond dat het vliegtuig aan de kwalificaties van een burgervliegtuig moest voldoen. Waarom werden de voorschriften van de DG Luchtvaart van de FOD Mobiliteit dan niet gevolgd? Is het opgenomen in de eindvergelijking dat deze broker de veiligheidsvoorschriften niet helemaal heeft gevolgd? Hoe komt Defensie aan tweeduizend vlieguren? Vroeger werden de twee toestellen vaak in andere continenten en gelijktijdig ingezet. Hoe moet dat als er maar één toestel meer is? Welke procedure zal worden gevolgd als het toestel panne heeft? Hoe groot is de vloot van Hi Fly? Leveren de Portugezen ook het personeel voor het onderhoud van het vliegtuig? De A330 past niet in een hangar van de vijftiende wing past. Waar zal het gestationeerd worden? Klopt het dat de parking heraangelegd zal moeten worden en dat bepaalde tussenlandingen niet meer mogelijk zijn? Werd het hogere brandstofgebruik van dit grote vliegtuig in rekening gebracht bij de evaluatie?
Minister Pieter De Crem (Nederlands): Ik kreeg voortdurend vragen over de A310’s die jaren voor miserie hebben gezorgd met al hun technische mankementen. Dat heeft geleid tot gezichtsverlies voor Defensie en voor frustratie bij personeel van Defensie.
André Flahaut (PS): De vliegtuigen werden aangekocht door minister Poncelet toen uw partij nog in de regering zat.
Minister Pieter De Crem (Frans): Die vliegtuigen werden in 1997 en 1998 aangekocht, toen wij samen in de regering-Dehaene zaten. De heer Poncelet was toentertijd minister van Landsverdediging.
Luk Van Biesen (Open Vld): Het Reglement laat ook een ex-minister niet toe om het woord te nemen tijdens vragen van anderen.
Minister Pieter De Crem (Nederlands): De A330 was een van de vier vliegtuigtypes die het bestek oplegde om te beantwoorden aan de operationele eisen van Defensie. De overheidsopdracht werd gegund op basis van artikel 17, §3, 4° van de wet van 24 december 1993. Omwille van het bedrag van deze overheidsopdracht werd ze op basis van artikel 53 van het KB van 8 januari 1996 in het publicatieblad van de EU gepubliceerd. Alle firma's die een offerte indienden, voldeden aan de selectiecriteria. Volgens de informatie die de generale staf mij verstrekte, heeft geen enkele voormalige militair Avico vertegenwoordigd tijdens de onderhandelingen. Om de internationale concurrentie te laten spelen vermeldde het bestek dat alle geleverde diensten aan de laatst geldende Europese en internationale burgerluchtvaarteisen moesten voldoen. Het contract laat ons toe om op jaarbasis tussen 1.500 en 2.500 vlieguren te leveren. Het leasingcontract voor circa tweeduizend vlieguren is gebaseerd op het aantal gevlogen vlieguren van de afgelopen jaren. Het contract is een dienstencontract waarbij de levering van de bovenvermelde prestaties wordt gegarandeerd. Het ging in 2004 om 2.036 vlieguren, in 2005 om 2.052 vlieguren, in 2006 om 1.790 vlieguren, in 2007 om 1.443 vlieguren, in 2008 om 1559 vlieguren. De kandidaten hadden de mogelijkheid om de diensten te verzekeren met een of meerdere toestellen, het zogenaamde poolingsysteem. Alle inschrijvers hebben een voorstel ingediend met één toestel. Een Airbus A330-322 zal vanaf het einde van deze maand de dienst verzekeren. Het dienstencontract is een variant van dry lease - enkel de huur van een vliegtuig - én van de wet lease - vliegtuig, bemanning, onderhoud, verzekering inbegrepen. Hierdoor is de eindverantwoordelijkheid voor het verzekeren van de prestaties bijzonder duidelijk afgelijnd. Die ligt bij de leverancier. Defensie levert enkel de bemanningen. De onderaannemer diende in Hi Fly te voldoen aan de selectie- en uitsluitingcriteria van het bestek. Luxor behoorde niet meer tot Hi Fly op het moment van haar faillissement. De vliegtuigen vliegen onder een Portugese immatriculatie. Avico beantwoordde aan de in het bestek opgelegde selectie- en uitsluitingcriteria en werd aan een prijzen- en een boekhoudkundige controle onderworpen. Een optimale dienstverlening is, behoudens onvoorziene omstandigheden, vanaf de indienststelling op 29 oktober 2009 gegarandeerd. De contractant draagt de volledige verantwoordelijkheid voor het herstellen van het toestel via een systeem van boetes bij laattijdige reactie. Een reservetoestel kan worden bekomen op initiatief van de contractant zelf om hoge boetes te vermijden of op vraag van Defensie. Hi Fly opereert met twee A310 toestellen, twee A330 toestellen en drie A430 toestellen. Het volledige onderhoud maakt deel uit van de levering van de diensten. Het vliegtuig zal voor de installaties van de vijftiende Wing Luchttransport te Melsbroek worden geparkeerd. Het voorzien in eventuele hangarruimte is een verantwoordelijkheid van de contractant. De huidige A310 toestellen bevinden zich reeds met een beduidend deel van de staart in open ruimte. Bij de financiële evaluatie werd effectief rekening gehouden met het brandstofverbruik van de verschillende types toestellen. Het toestel dat wij krijgen is heel performant. Dit is geen dossier dat de Belgische luchtvaartindustrie aanbelangt. Het is een commercieel contract tussen Defensie en een aantal brokers op de markt. Alle firma's die genoemd werden in de commentaar van de FLAG-vertegenwoordiger hebben uitdrukkelijk afstand genomen van zijn commentaar. Alle andere firma's die aan de tender hebben deelgenomen hebben afgezien van de talrijke mogelijkheden om tegen de beslissing beroep aan te tekenen. Ik benadruk dat de toestellen in de eerste plaats instaan voor het militair vervoer van de personeelsleden en materiaal, in het bijzonder tijdens de rotaties en onderhoud van materieel op onze vele buitenlandse operatieplaatsen. De verplaatsingen, op hun verzoek, van leden van de regering en het staatshoofd en de internationale organisaties met zetel te Brussel gebeuren tegen een vastgesteld tarief. Met deze beslissing hebben we een oude problematiek opgelost. Het zal in een dergelijk dossier nooit goed zijn. Was er voor Boeing gekozen, had ik de vraag gekregen waarom voor een Amerikaans toestel werd geopteerd. Het gekozen toestel is het beste en het meest performante.
Bruno Stevenheydens (Vlaams Belang): De ongerustheid is niet weggenomen. Er blijven vragen omtrent de degelijkheid van de contractant. Aan het probleem van de stalling van het toestel is weinig veranderd. De minister heeft mij niet overtuigd dat het met de A310 veel slechter was geweest dan met de andere A330’s.
Luk Van Biesen (Open Vld): Er zijn veel vragen beantwoord, maar er blijft een wrang gevoel. Dat niemand in beroep ging, kwam omdat men onvoldoende elementen had om de bedenkelijke reputatie van de firma aan de kaak te stellen, want dat is op geen moment in ogenschouw genomen. Er waren militairen rechtstreeks betrokken bij de totstandkoming van het contract: ze bemiddelden voor Avico. Wij hebben nooit gezegd dat de vertegenwoordigers van Avico ex-militairen zouden zijn. Iedereen is verheugd dat het probleem zal worden opgelost. Het is jammer dat er bijzonder weinig met de analyse is gebeurd. Wij hopen dat er geen problemen komen met deze firma.
Dirk Vijnck (LDD): Hoe werd beslist dat slechts een toestel nodig is ter vervanging van de twee airbussen?
David Geerts (sp.a): Door de Portugese immatriculatie van dit vliegtuig was er een comparatief nadeel voor de Belgische offerte. Hierdoor was het voorschrift dat dit als een burgervliegtuig moest worden beschouwd, van geen tel. Twee ex-personeelsleden van het departement hebben wel degelijk voor Avico bemiddeld. Eén werkte op de aankoopdienst. Ik neem aan dat de opgesomde vlieguren slaan op beide Airbus A310 toestellen? Heeft men geanalyseerd hoe vaak die twee toestellen gelijktijdig weg waren? Er kan immers een probleem van inzetbaarheid rijzen. Het toestel zal voornamelijk worden gebruikt voor het vervoer van militairen en wisselstukken. Waarom heeft men eigenlijk voor een dergelijk groot toestel geopteerd? Hoe vaak zal het effectief worden gebruikt op zijn maximale capaciteit? C-130’s zijn bijvoorbeeld veel goedkoper om die ladingen te vervoeren. De landingsrechten zijn veel lager. De vraag blijft waar het toestel zal landen bij een tussenlanding in Doesjanbe. De parking op de vijftiende Wing wordt volgens mijn informatie tijdelijk onbruikbaar verklaard omdat dit toestel te zwaar zal zijn om daar te landen. Ik begrijp niet dat die vragen niet zijn opgenomen op het moment dat we het dossier bestudeerden.
Minister Pieter De Crem (Nederlands): Het gaat om een all-in dienstencontract, dat ook de landingsrechten en het onderhoud omvat. Het toestel zal gebruikt worden voor rotaties, het vervoer van militair materiaal en troepentransport, want er is enorm veel ruimte in. Dit is het beste toestel dat we voor onze behoeften kunnen hebben. Uit een controle van de vlieguren blijkt dat er eigenlijk altijd maar één A310 vloog. Vandaar dat we met dit toestel onze opdrachten perfect kunnen uitvoeren. Het dienstencontract regelt veel beter dan vroeger de problematiek van een eventuele panne of mechanisch mankement. Alle bedrijven die meegedongen hebben naar het contract zijn gerespecteerde firma’s. Bij de keuze hebben we ons laten leiden door de voorschriften van het aanbestedingsorder en door een Europese reflex. De twee Belgische firma’s die meededen, boden trouwens geen Belgisch toestel aan. Als antwoord op de vraag van collega Vijnck moet ik zeggen dat Defensie de tering naar de nering moet zetten. Wellicht zouden we beter de twee toestellen vervangen door twee nieuwe, maar daar is absoluut geen geld voor. Het budget verhogen is uitgesloten en het minder verlagen dan gepland zou de geloofwaardigheid van het departement aantasten. Het contract is degelijk afgetoetst en de firma Avico is boekhoudkundig gecontroleerd, zoals de Europese richtlijnen voorschrijven. Het vliegtuig is verworven volgens de internationale zeer strenge criteria van de burgerluchtvaart.
David Geerts (sp.a): De vraag blijft waar het vliegtuig zal worden gestationeerd.
Minister Pieter De Crem (Nederlands): Er is een oproeptijd van twaalf uur. Het vliegtuig moet uiterlijk twaalf uur na de aanvraag voor de opdrachten die binnen Defensie worden vastgelegd, ter beschikking staan.
David Geerts (sp.a): Het wordt dus niet gestationeerd bij de vijftiende Wing?
Minister Pieter De Crem (Nederlands): Soms wel, soms niet. De luxe van dit contract is dat het all-in is. Er is een garantie dat het vliegtuig altijd operationeel is.

Bruno Stevenheydens (Vlaams Belang) : La Défense a décidé de remplacer l’Airbus A310 par un Airbus A330 d’une compagnie portugaise. Est-il exact que trois entreprises belges contestent l’adjudication parce que la procédure ne se serait pas déroulée correctement ? Pourquoi la Défense a-t-elle opté pour un avion trop grand ? Comment le minister réagit-il aux critiques de ceux qui affirment que le fournisseur de l’appareil a mauvaise réputation?
Luk Van Biesen (Open Vld) : Il est étonnant que le marché ait été attribué sans que la réputation des entreprises soumissionnaires n’ait été vérifiée. La solvabilité de la compagnie aérienne qui a obtenu le contrat n’est donc pas établie, alors qu’il s’agit d’une compagnie née d’une faillite. La sécurité du gouvernement et de la famille royale ne saurait être confiée à n’importe qui. On sait également que d’anciens militaires qui entretiennent de bonnes relations avec les services seraient intervenus dans la procédure. La question est de savoir si la compagnie aérienne concernée ne disposait pas d’informations privilégiées qui lui auraient permis de décrocher le contrat.
Dirk Vijnck (LDD) : La Défense louerait un Airbus A330 à la société portugaise Hi Fly pour remplacer deux appareils A130 présentant des défectuosités techniques chroniques. Il a été décidé sur cette base de conclure un contrat de leasing pour 2.000 heures de vol par an. En vertu de quoi a-t-on jugé que les deux A310 ne devaient être remplacés que par un seul A330. Quel appareil sera fourni et quelle en sera l’immatriculation ? Pourquoi avoir choisi un dry lease ? Combien ce dernier coûte-t-il de plus qu’un wet lease ?
David Geerts (sp.a) : La société Hi Fly, qui traîne une réputation douteuse, a-t-elle fait l’objet d’un audit? La Défense a-t-elle trouvé à son sujet des références à l’étranger ? Sous quel pavillon volent les autres avions de Hi Fly ? A-t-on procédé à un audit d’Avico ? Est-il exact que les négociations concernant le courtier français ont été menées par deux personnes anciennement attachées à la Défense ? L’offre stipulait que l’appareil devait satisfaire aux qualifications de l’aviation civile. Pourquoi dès lors n’a-t-on pas suivi les prescriptions de la DG Aéronautique du SPF Mobilité? Est-il précisé dans le comparatif final que ce courtier n’a pas complètement suivi les prescriptions de sécurité? Comment la Défense est-elle arrivée au chiffre de 2.000 heures ? Par le passé, les deux avions étaient souvent utilisés simultanément sur des continents différents. Comment fera-t-on avec un seul appareil ? Quelle sera la procédure en cas de panne ? Quelle est l’importance de la flotte de Hi Fly ? Les Portugais fourniront-ils également le personnel nécessaire à la maintenance de l’avion ? L’A330 est trop grand pour les hangars du 15e wing. Où sera-il stationné ? Est-il exact qu’il faudra réaménager le parking et que certaines escales ne seront plus possibles ? A-t-il été tenu compte pour l’évaluation de la consommation en carburant plus élevée de l’appareil ?
Pieter De Crem, ministre (en néerlandais): J’ai été interrogé à de multiples reprises à propos des A310 qui nous ont causé des tracas pendant des années en raison de leurs nombreuses défaillances techniques, ce qui a nui à l’image de la Défense et créé un sentiment de frustration parmi le personnel de la Défense.
André Flahaut (PS) : Les avions ont été achetés par M. Poncelet, à l'époque où vous étiez encore au gouvernement.
Pieter De Crem, ministre (en français) : Ces avions ont été achetés en 1997 et 1998, alors que nous étions ensemble au gouvernement sous M. Dehaene. M. Poncelet était à l'époque ministre de la Défense.
Luk Van Biesen (Open Vld) : Et le Règlement n’autorise pas un ancien minister à prendre la parole pendant que d’autres développent leurs questions.
Pieter De Crem,ministre (en néerlandais) : L’A330 était l’un des quatre types d’avions imposés par le cahier des charges pour répondre aux exigences opérationnelles de la Défense. Le marché public a été octroyé sur la base de l’article 17, §3, 4° de la loi du 24 décembre 1993. Compte tenu du montant de ce marché public, il a fait l’objet d’une publication dans le Journal officiel de l’UE, conformément à l’article 53 de l’arrêté royal du 8 janvier 1996. Toutes les firmes ayant introduit une offre répondaient aux critères de sélection. Selon les informations qui m’ont été fournies par l’état-major, aucun ancien militaire n’a représenté Avico durant les négociations en question. Afin de faire jouer la concurrence internationale, le cahier des charges précisait que tous les services fournis devaient répondre aux exigences européennes et internationales les plus récentes en matière d’aéronautique civile. Le contrat nous permet de livrer sur une base annuelle entre 1.500 et 2.500 heures de vol. Le contrat de leasing portant sur environ deux mille heures de vol est basé sur le nombre d’heures de vol des années antérieures. Le contrat revêt la forme d’un contrat de service dans le cadre duquel la livraison des prestations susmentionnées est garantie. Il s’agissait en 2004 de 2.036 heures de vol, en 2005 de 2.052 heures de vol, en 2006 de 1.790 heures de vol, en 2007 de 1.443 heures de vol et en 2008 de 1.559 heures de vol. Les candidats avaient la possibilité de fournir les services à l’aide d’un ou de plusieurs appareils (système de pooling). Tous les candidats ont introduit une proposition pour un seul appareil. À partir la fin de ce mois, un Airbus A330-322 assurera le service. Le contrat de services est une variante du dry lease – il ne porte que sur la location de l’avion – et du wet lease – il porte sur l’appareil, l’équipage, la maintenance et l’assurance. La responsabilité finale en matière d’assurances des prestations est ainsi clairement délimitée. Elle est assumée par le fournisseur. La Défense ne fournit que les équipages. Le sous-traitant a dû satisfaire à l’égard de Hi Fly aux critères de sélection et d’exclusion du cahier des charges. Luxor ne faisait plus partie de Hi Fly au moment de sa faillite. Les avions sont immatriculés au Portugal. Avico répondait aux critères de sélection et d’exclusion du cahier des charges et a fait l’objet d’un contrôle portant sur les prix et sur la comptabilité. Sauf circonstances imprévisibles, une prestation de services optimale est garantie à partir de la mise en service au 29 octobre 2009. Le contractant assume l’entière responsabilité des réparations, avec un système de pénalités en cas d’intervention tardive. Un appareil de réserve peut être obtenu à l’initiative du contractant lui-même, pour éviter d’avoir à payer des amendes élevées, ou à la demande de la Défense. Hi Fly utilise deux avions A310, deux A330 et trois A430. La maintenance complète est comprise dans la livraison des appareils. L’avion sera parqué devant les installations du 15e wing de transport aérien de Melsbroek. Il appartient au contractant d’éventuellement prévoir un espace dans un hangar. Les actuels A310 sont stationnés de manière telle qu’une bonne partie de leur empennage se trouve à l’extérieur. Il a bien été tenu compte pour l’évaluation financière de la consommation en carburant des différents types d’appareils. L’appareil qui nous a été attribué est très performant. Ce dossier ne concerne pas l’industrie aéronautique belge. Il s’agit d’un contrat commercial entre la Défense et plusieurs courtiers actifs sur le marché. Toutes les firmes citées dans le commentaire du représentant du FLAG s’en sont explicitement distanciées. Toutes les autres sociétés qui ont participé à l’appel d’offres ont renoncé à invoquer les nombreuses possibilités de recours contre la décision. Je souligne que les appareils serviront avant tout au transport militaire de membres du personnel et de matériel, en particulier lors des rotations et de l’entretien du matériel sur nos nombreuses bases opérationnelles à l’étranger. Les déplacements, à leur demande, de membres du gouvernement, du chef de l’État et de membres d’organisations internationales siégeant à Bruxelles sont réalisés à un tarif déterminé. Grâce à cette acquisition, nous avons résolu un problème qui se posait depuis longtemps. Aucune décision n’est jamais bonne dans ce genre de dossier. Si nous avions opté pour Boeing, on m’aurait demandé pourquoi avoir opté pour un appareil américain. L’appareil sélectionné est le meilleur et le plus performant.
Bruno Stevenheydens (Vlaams Belang) : Les préoccupations demeurent. La réputation du contractant continue de susciter des interrogations. Le problème du stationnement de l’appareil n’a pas été résolu. Le ministre n’a pas su me convaincre que la situation aurait été beaucoup moins bonne avec l’A310 qu’avec les autres A330.
Luk Van Biesen (Open Vld) : Une réponse à été apportée à de nombreuses questions mais il subsiste un sentiment d’amertume. Si personne n’a introduit de recours, c’est parce que les éléments manquaient pour dénoncer la situation douteuse de la société qui, à aucun moment, n’a été prise en considération. Des militaires ont été directement impliqués dans la procédure en agissant pour le compte d’Avico. Nous n’avons jamais dit que les responsables d’Avico sont d’anciens militaires. Chacun se félicite de la résolution du problème. Il est regrettable que les suites données à l’analyse aient été très restreintes. Nous espérons que cette société ne générera pas de soucis.
Dirk Vijnck (LDD) : Sur la base de quoi a-t-on estimé qu’il ne fallait qu’un avion pour remplacer les deux Airbus?
David Geerts (sp.a) : L’offre belge a subi un inconvénient comparatif du fait que l’avion était immatriculé au Portugal. La condition que l’avion devait être considéré comme un appareil civil n’a ainsi joué aucun rôle. Deux anciens membres du personnel du département ont effectivement négocié pour Avico. L’un d’entre eux travaillait au service des achats. J’imagine que les heures de vol citées concernent les deux appareils Airbus A310. A-t-on analysé la fréquence d’un recours simultané aux deux appareils ? Un problème de disponibilité peut en effet se poser. L’appareil sera principalement affecté au transport de militaires et de pièces détachées. Pourquoi avoir choisi un si grand appareil ? Combien de fois sera-t-il réellement utilisé à sa capacité maximale ? Les C-130, par exemple, sont nettement moins chers pour l’acheminement de ces cargaisons. Les droits d’atterrissage sont sensiblement inférieurs. Reste à savoir où l’appareil se posera lors d’une escale à Douchanbé. Selon mes informations, l’aire de stationnement du quinzième Wing est provisoirement inutilisable parce que l’appareil est trop lourd pour s’y poser. Je ne comprends pas que ces questions n’aient pas été prises en compte au moment où nous avons étudié le dossier.
Pieter De Crem, ministre (en néerlandais) : Il s’agit d’un contrat de services de type all-in qui comprend aussi les droits d’atterrissage et la maintenance. L’avion servira dans le cadre de la rotation, pour l’acheminement de matériel militaire et pour le transport de troupes car il offre à cet effet un très vaste espace. C’est l’avion qui répond le mieux à nos besoins. Une vérification des heures de vol a montré qu’il n’y avait en réalité jamais qu’un seul A310 en vol. Cet appareil nous permettra dès lors d’assumer nos missions au mieux. Le contrat de services règle bien mieux qu’auparavant le problème d’une panne ou d’un incident technique éventuel. Toutes les entreprises qui ont soumissionné sont des sociétés respectables. Nous nous sommes fondés, pour effectuer notre choix, sur les prescriptions de l’ordre d’adjudication et nous nous sommes laissés guider par un réflexe européen. Les deux sociétés belges qui ont soumissionné ne proposaient du reste pas un appareil belge. À M. Vijnck, je répondrai que la Défense doit agir selon les moyens dont elle dispose. Nous ferions sans doute mieux de remplacer les deux appareils par deux avions neufs mais nous ne disposons absolument pas de l’argent nécessaire à cet effet. Accroître le budget est exclu et le réduire dans une moindre mesure que prévu entacherait la crédibilité du département. Le contrat a été correctement évalué et la comptabilité de la société Avico a été contrôlée, comme le prescrivent les directives européennes. L’appareil a été acquis conformément aux critères très stricts de l’aviation civile internationale.
David Geerts (sp.a) : La question reste de savoir où l’appareil sera stationné.
Pieter De Crem, ministre (en néerlandais) : Le délai de disponibilité est de douze heures. L’appareil doit être disponible maximum douze heures après la demande pour les missions décidées au sein de la Défense.
David Geerts (sp.a) : Il ne sera donc pas stationné au quinzième Wing ?
Pieter De Crem, ministre (en néerlandais) : Pas en permanence. Ce contrat présente le grand avantage d’être all in. Nous avons la garantie que l’appareil est toujours pérationnel.

Maybe we can believe at least 1 thing that this minister stated: that no ex military person was acting on behalve of a bidding company ( as a lobbyist/consultant). Prove: just last week they found out that that the hangars of the miliary base at Melsbroek ( other side of Zaventem ) can not lodge the A330.
If they would have asked just 1 low ranking sergenat major at Melsbroek, he would have said: too big.

Positive point:
they will have to build a new hangar at Melsbroek. Good for the economy. And the existing hangars next to the Haachtse Steenweg are a sore in the eye.

I heard that the 330 would be based in Florennes and that a new hangar would be built overthere...

It is a little naïve to think that their will automatically be a new hangar at Melsbroek. Don't forget that HiFly is a commercial company looking at reducing it's costs to the maximum. I guarantee you that they will evaluate all possible alternatives (including stationing the aircraft at another airport, at BRU, outsourcing maintenance to a company with the necesarry hangaring, etc.) and select the one with the lowest costs.

Seems to me the decision was taken as carefull as you can expect them to be taken! At least the above discussion proves that the truth is more complex than the media depict!

Why would they need a hangar in Belgium? This plane is a dry/wet lease combination. Based on a 12 hour "call time", this means the aircraft doesn't need to be present in Belgium as long as the military doesn't need it, and that hi-fly can use it on other flights for other companies. So according to me, no (new) hangar is required in Belgium for proper operations of this plane.

I doubt HiFly will use is for other customers, it seems that the particular plane is ready to be painted in AMS at the moment. I'm pretty sure the Belgian government would let anyone else fly with "Belgian Defence" titles on the plane.

But you're correct with the 12h call time, in theory there is no need for the plane to be based out of Belgium.

So far, nothing a simple sticker can't solve right? At list prices of over 200 million euro's per plane, I guess there are a lot of viable solutions to commercialise the plane when it's not flying for our air force, don't you think? Even if it would be on the other side of the world, the current contract would oblige HiFly to sub-charter an equivalent plane on short term (within 12hrs), but that's a practise that is allready being applied in commercial aviation when planes go technical. Conclusion: I don't really see the problem!

I don't think there will be a new hangar because there is absolutely no permission to build a new hangar in Melsbroek. Besides according to someone of the 15th Wing even the tarmac is not strong enough for a full loaded A330. This whole thing is a big joke!!

PS: the A330 is now at AMS for painting.
