An airline should soon start flights in West Africa (May 2021 at the earliest). This is FlyWestAf. She will be based in Banjul, Gambia

It will operate a fleet of Q400s, will serve towns in the sub-region. She considers herself a low cost.

When we look at the management's CV (http://www.flywestaf.com/contact.php), there is a lot of experience (and a lot in Africa, that's a good thing). But we are in Africa and even with the best managers in the sector, if the authorities do anything, any project is doomed to failure.
