Strange that Air Belgium feels the need to have flight numbers with 4 digits. Methinks that KF1 to KF4 would suffice.

Yes but methinks is not how it works. Attribution of flight numbers/callsigns is not that easy...

There's a difference between a flight number and a callsign.
Attribution of flight numbers is quite easy, it's an internal process only, provided you don't need matching callsigns (eg. KF5965 could be "Air Belgium 13K" for ATC purposes.).
If you want them to match, it is quite a convoluted process.
Another system regularly employed is a "division" within the flight number.
I have no knowledge of the operations side at Air Belgium, but KF59XX could very well be an internal code for scheduled pax flights they operate themselves with a certain destination, or something along those lines.

Some countries want callsigns to match the flight number.
That's not only the airline's choice in some cases (as you said).

Looks like Air Belgium found a market that attracts many french speakers from BE & France. CRL makes more sense than BRU for these destinations (IMHO). I hope it will remain a success in the long term!
