Last scheduled service to use Do328 was Welcome Air from INN, in end 2017.

I'm a bit miffed that the flight from Antwerp to Southend is ceasing, just when Loganair is starting its flights from Southend to Carlisle (handy to get to the Southwest of Scotland).

There is a Possibility that both would start serving the route simultanously but it´s not too likely IMHO.
We don´t know what the "big players" in the background have in mind and how much support Air Antwerp and Sun Air will get from KL/WX or BA respectively.
I don´t see both carriers operating the route alongside each other for an extended period of time - the market size does not support two carriers.

Important:
There´s a difference between Air Antwerp and Sun Air:

Air Antwerp was set up by investors (plus KL/WX) specifically to revive/capture the ANR market.
So, how much support and access to KL/WX´s customer base will Air Antwerp get?

Sun Air is not an extended Arm of BA to accomplish something strategic.
They are a BA franchise and operate independently from BA.
Strategic decisions (like whether or not to start/terminate a route as well as yield management decisions) are primarily made in Billund and not in London and Sun Air has the whole commercial risk.
Sun Air takes advantage of BA´s yield management system as well as its marketing expertise and possibly BA´s customer base to some degree.
I´m not sure if BA´s marketing team does acquisitions for Sun Air as well.
Clearly BA themselves are not interested in serving a route like LCY-ANR ...
So, it´s solely Sun Air´s risk.

I doubt Sun Air will operate the route if Air Antwerp really pushes through - unless they have acquired a substantial customer base already ...

It will all depend on how solid the customer base on either carrier will be (i.e. the amount of corporate contracts) and that´s something time will tell.

Finally - I wonder whether Air Antwerp will be part of KL/AF Flying Blue mileage program.
If not - Sun Air (member of BA´s Executive Club) will have a huge advantage over Air Antwerp from the start ...

What is meanwhile the status at the ex-Belair resto/tavern? Operational again, if so under what name?
Is there any other opportunity for passengers to get a drink or a bite?

That should have no impact at all on the airport or its passengers: the terminal is on the other side, so from either way to the airport, you don't pass by that piece of R11. And it's also not near the runway or the tunnel, so it shouldn't have any impact on airport operations either.

I would not say that, when living south of ANR the R11 can be a better option than 'the singel' or the main highway. On the other hand, as Mortsel is one of the traffic-jam hotspots ever since Groen was governing the city, most people passing thru Mortsel are used to not take the major roads.

when living south of ANR, you'd use the Deurnestraat? And getting there either from the Grote Steenweg or R11 depending where exactly you're coming from. Why should you even pass by the Ring or Singel when living south of ANR?
The route descriptions on https://www.antwerp-airport.com/by-car/ also don't mention the piece of R11 that will be closed.

Both before and beyond the security check, there is the antwerpflyshop with drinks & small snacks on offer (limited seating before and about 20 cafetaria seats beyond the security check)

Well, I have to agree with some earlier comments, however worded: is that really all the offer at the airport of a world class seaport and prime diamond trade centre? A real shame. What plans are there for improvement?
