This was a flight for Alibaba, which confirmed that Liège is the European hub.

Only its now confirmed. But not yet signed.
But the news is bigger for Liege the city as it creates a lot of jobs than for Lgg which will receive "only" 10 flights more per week.

Another passenger airline at Liège in 2019: Montenegro Airlines plans to offer charter service to La Rochelle, Rennes, Deauville, Nantes, Brive-la-Gaillarde, as well as Liege in summer 2019. Furthermore, the carrier to extend seasonal service from Podgorica to Lyon, and may offer new service to Perugia.

Why cargo airport Liege and not passenger airport Charleroi? (Brussels is probably too expensive)

Who cares...
Unless ryanair comes, the rest is completely trivial and experience showed us many times it wont last more than a few months
