What's happening at BRU with 01/19 and 25L/07R closed due to "work in progress"?

Works are finished earlier, due to good weather conditions

True, but today some other works were performed on 25L and 01, hence necessitating 07L/25R single.
Due to the wind, 07L was chosen.

On 11th December 2018, OO-SFU (A330-200) performing flight SN-358 (dep 10th Dec) from Kinshasa to Brussels, was enroute at FL380 over Algeria when the left hand engine failed prompting the crew to drift the aircraft down to below FL270. The crew was able to re-start the engine in flight, climbed back to FL380 and continued the flight to Brussels.
