If BRU is to help stimulate its business, unlike your proposal to linear give an identical discount to everybody serving the airport, there are far better ways to do so, all without creating a budgetary deficit.
It is not like FR and other LCCs would be the only beneficiaries of any discounts on airport passenger charges. SN, just like other airlines, depends on attracting these passengers to run an overall profitable operation.
If BRU increases charges too much, Belgian passengers have other reasonable alternatives...
