Couldn't he just fly with everybody else in the A330 chartered at high cost by the Belgian Air Force?

I don't think so: both parties (one group "King Philippe", one group "Flanders Trade") had different programs with different dates.

JAF5017 BRU-NBE turned back to BRU after the terrorist attacks in Sousse.

Arke 788 aircraft PH-TFL operating flight JAF623 from Brussels to Miami has been diverted to Goose Bay. It departed already 2:30 hrs late from BRU...

Not diverted I guess because it was announced today on the Brussels Airport website before departure. Flight To Goose Bay and Miami with 2.30 hours delay !

Some 180 tourists are blocked since Saturday morning in Zaventem Airport. Their plane was scheduled to take off at 6:00 am towards Alicante, Spain, but after a problem with the device, the flight leaves only at 21:00 Saturday night, said the Jetairfly spokesman Vanhaelemeesch on the Flemish channel VTM.

A broken window in the cockpit of the aircraft could not be repaired in time. In addition, the planned replacement window could not be sent within a reasonable time. It was finally decided to use a replacement aircraft.

The flight was operated by Danish Air Transport (Airbus A320 OY-RUP) and diverted to LGG on the way back from ALC.

Do you work for JAF Sean? Policy are different for every company, 10 euro voucher is the minimum legal but still if they want to, the companies can give some kind of service. For example passing with american water in case pax still waiting in the aircraft for example. A majority of airline do that. Some other prefer to let the pax in the aircraft without air conditioning without water for hours inside the aircraft, all company are different you know.

I admit knowing JAF it was probably only a 10 euros voucher but I don't work for them and I don't know their policy.

This week there was also an A330 of TK with a hole in one of its engines.
Doe anyone know more about this ?

Jetairfly policy should follow the rules of Europe :

Long delays - if your flight is delayed by 5 hours or more, you are also entitled to a refund (But if you accept a refund, the airline does not have to provide any further onward travel or assistance).
Your airline must inform you about your rights and the reason for being denied boarding, or any cancellations or long delays (over 2 hours, although this may be up to 4 hours for flights in excess of 3500 Km).

Food and board
You may also be entitled to refreshments, meals, communications (such as a free phone call), and, if necessary, overnight stay, depending on the flight distance and length of delay.

Financial compensation

Knowing Jetairfly (as you say), the passengers have likely received the minimum minimorum, and will have to try very hard to get the financial compensation they are due.
