Different rules cargo-pax pilots?

I was reading a topic on airliners.net about a new rule which allowed cargo operators to schedule more flights/flighttime or less rest for their pilots than pilots who fly pax around and i was thinking if there is also a difference in regulation in duty-rest times for cargo/pax pilots in europe.
