A Uruguyan observation plane crashed in Haiti , killing 11 on board.

More pointedly, a Stinger-type missile can be fired by even a determined 12-year old.
Which might explain why the UN observers went on foot, rather than use a helicopter, to reach the crash site"

Eleven people have died. To start rumours about a Stinger out of nothing is misplaced.

I would be surprised if there was 1 modern anti aircraft rocket system in Haiti. No Stingers, no Strela.
The original CBS article also didn't mention the cause of the crash - and there was no talk about any insurgent activity.
But...
The presence and the immoral and violent behaviour of many UN troops in Haiti are 1 factor.
Couple this to the transit of drugs on Haiti and the collaboration of former ( para) military guys, stripped of power, and we have a breading ground for insurgent activities.
So yes, it is possible that the CASA has been taken out because it was controlling drug trafficing.
But realisticly speaking, we will probably hear about a pilot error ( too close to hill tops ), bad fuel or a engine failure at the worst moment.
