Short translation:

Three men and one woman were perished in the crash of a small plane in the Moroccan city of Tichka-el Haouz, following reports of MAP. The plane took of in Marrakech and had Ouarzazate as final destination. Heavy winds were reported at that airport. Nothing is known about the identity of the victims and the exact circumstances.

Edit: deredactie.be (vrt news site) is reporting two of the victims were pilots and two were passengers.

A/C involved: Nevada registered (AEROCOLOR Inc.) 2004 Cirrus Design Corp. SR22 GTS N45GH.

According to the FAA Registry: Airmen Certification Inquiry Database the mentioned ........ (above) held an Foreign Based (§ 61.75) Private Pilot Certificate (Date of Issue 12/3/2007) with Airplane Single Engine Land class rating.

LIMITS: Issued on basis of and valid only when accompanied by Belgium Pilot License Numbers(S) B123456.
All limitations and restrictions on the Belgium Pilot License apply.

No 'FAA mandatory after March 5, 2009' ENGLISH PROFICIENT ICAO endorsement?

If the FAA Registry: Airmen Certification Inquiry Database is correct? I hope, he wasn't the Pilot in Command (PIC).

If you don't comply with the (FAA) English Proficiency requirements, you may (outside the United States of America and/or on International § 61.75 Certificate Flights) NOT exercise the privileges of any (FAA) airman certificate after March 5, 2009 !!

Nice to know: Crossing Ridges, Flying Canyons and Do's and Dont's of Mountain Flying (Mountain Flying LLC)

Note (off-topic): due to lack of EU 'General Aviation' Ramp Checks (example: EC SAFA Program) and (US) Federal Aviation Regulations (FAR's) knowledge, their are 'much to' many FAA Certified and/or N-reg aviators flying around (Europe and elsewhere) who think they're operating legally, but they're NOT (example: FAA English Proficiency requirements, which became mandatory after March 5, 2009)
