Still no more press release or info coming from China Airlines themselves to confirm the launch of the route ?

If they don't get the slots at Brussels Airport than we don't see them. They, CI, have maybe plans in that direction but even Travel Magazine Newsletter wasn't even sure when they published that post on their site.
So without any reliable source it's only a guess.

Even Brubiac wasn't mentioning China Airlines and Bangkok on his list in the topic: Bru winter 07-08.

China airlines can be interested , is maybe willing but whe, the planes are not there they cannot fly .

I guess this could be the major problem
