Are there any other governments who've signed similar contracts with foreign airlines as opposed to their national/home carrier?

It is not only Alitalia, it is also a contract with Skyteam, a network that El Al can't propose.

Note: ELAL is not a national but privatised carrier.
The problem is that when the new owners are not 'fans' of the government, they lose the business.gov! Israel's government signed several agreements that not longer consider ELAL as designated carrier. ELAL was not longer a government vehicle.

Correct. EL AL is no longer controlled by the government so it is not the national carrier. It is still the number carrier in Israel, just not the national airline anymore ;)
