As a relatively new aviation enthusiast and BRU spotter, I've noticed at BRU that both incoming and outgoing flights of El Al are accompanied by an airport security car, a police car and a fire truck.
This is undoubtedly for security reasons, but what can these 3 vehicles do in case of an emergency ? They even accompany the plane to the runway ...
Is this a BRU policy or an El Al policy, and do the same security measures also apply for other airports ? And why do the Brussels Airlines' flights to and from Tel Aviv don't have these measures ?

Every single EL AL flight anywhere in this world is subject to additional protection. Every EL AL plane on any airport will indeed be guided from and to the runway. In Brussels EL AL flights are "protected" by airport security, federal police and the fire services. On other airports the same protection can apply but it can also be limited to "only" police protection.
But there's much more. Every single piece of luggage will be checked by Israelli's security, special screening will be done of the passengers and on a lot of the flights there will be undercover agents on board of the flight.
And that's not all, every single EL AL plane will be equipped with an anti missile system. EL AL started to install an ICAA approved anti missile system working with flares but several countries expressed concerns about fire safety issues and thus not allowing those planes to land or take off. The system is called Flight Guard.
I assume the reason that fire services are guiding the aircraft is regarding the Flight Guard system, since not all planes are yet equipped with it (the concract was only awarded last years to Israel Aerospace Industries after tests during several years) not every plane needs to be guided by fire services (which is the case on other airports for example). I assume the fire services protection will also lift the initial ban on the system by several countries (main reason for the ban was fire hazard)

Have El Al fares an extra charge to cover for these extra security measures or is this just part of the mandatory task police gives to them because they are a possible terrorist target?

El Al's security bill is $100 million a year, which amounts to $76.92 per trip by its 1.3 million passengers. He/she checks every bag, cart, everyone that handles the luggage, ...
I'm a student working for Aviapartner and the El Al flights are quite an experience compared to FQ, PGT flights.

the american airlines have extra security too, especially AA can be difficult in this (no cellphone when nearing the A/C etc)
