The best places are 25L and 25R.

Last time I was in Brussels, they were working on 25L. I don't know if the runway is open again yet...

Look here for more info:

Unfortunately, there is no info about spotting at 25R. I would like to know which is/are the best place(s) for spotting at rwy 25R. Since 25L is closed, most of the traffic will arrive/depart from this rwy, I guess. Is it possible to catch both arriving and departing traffic? And what about car parking?

25L is still closed. The best place for the landing planes today is the graveyard in Steenokkerzeel, just behind the well-known spotting hill. Takeoffs are on the 20 at the moment, so if you want to spot the takeoffs, I suggest you go to the end of the 20 in Zaventem, where the trains going to the airport dissappear under the tarmac.

Last time I was there I found a sweet spot...

Follow the road towards the tower, starting from 25L. Turn right at the roundabout and go straith, until you reach a second roundabout. There you should go right, towards the center of Hummelgem ( its a sharp turn, almost going back where you came from).

20 m further there is a gravelparking on the right. Get out of your car and follow the road towards Hummelgem. There are roadworks going on at the moment. 50 m further you'll notice a small road on the left. Follow it. You'll reach a field with several small paths going right and left. Depending the sun, choose a side and start spotting! The planes come over the field towards 25R, you can't miss it!

The views you get:

Enjoy!

When landing on 25R and take-off from 20, is it possible to overview traffic on both runways from Steenokkerzeel? At this pic http://www.airliners.net/open.file/1091552/L/ I noticed there is somekind of fence or wall around the airport. Does this completely block the view on rwy 20?

You'll only see the arriving planes... The soundwall covers the sight and there is a fully closed fence around 25R... To bad really...

And you can't climb the wall no more, big fence and gate...
