What is to be the "extra infrastructure"? Reactivation of a closed fighter base, perhaps? Or "only" more shelters &c at existing bases?

Guess more shelters, related to the rather specific type of support this prima donna requires in the hangar.
For example she eats 270 Volt DC instead of conventional 400Hz ground power (B-1B and the raptor also run on 270VDC), and her avionics and other on-board electronics require a different kind of conditioned air, higher pressure and much drier.
