I share with you some pictures of the impressive K-7 aircraft designed in the Soviet Union in the interwar period as heavy bomber but did not go into production. Not at all.
The Soviet airforce doctrine was mainly to support the land forces.
The objectives of the Soviet air force was based on experiences during the Spanish Civil War and the invasion of Poland. Superiority in the air and ground support were their main tasks, because a future war would probably be a ground war. ( turned out to be right ) The SU used their large airplanes for different tasks, maily for fast troop and strategic cargo transport.

(This in strong contrast to the RAF which invested pre war heavely on strategic bombing. They had not seen the little effect this had on the front line activities. )

Just at the end of WWII came again interest in long range bombing because the SU declared war on Japan. And more important, they regarded their main enemy now as the USA, which had to be reached in one way or the other.

This is well explained in the first chapters of the book "Het Oostfront" by Jaap Jan Brouwer - despite several mistakes in the book.
