Im not sure if it is a Mig-21, but that circle is a missile impact test target, used to test the warhead effectiveness of Chinese missiles. The planes and other objects are used to document the warhead blast effectiveness.

Definitely not MIG-21s. If you look at the wing sweep, it looks more like a J-5 or J-6. These are the Chinese versions of the MIG-17 and MIG-19 respectively. Since the J-6 has been built in far higher numbers, I would guess they are J-6s. That is at least true for the top right and the left aircraft. The bottom right aircraft could also be a Q-5, a further development of the J-6.
