It must be, they have F-4s and F-16s.
It's at an odd angle, but measuring the proportions of the distances between some points (end of tail, rear of wing, engine exhaust, center of cockpit, nose) it seems to match an F-4.
The pods that seem to be attached to the wingtips have me completely baffled though.

I doubt this is an F-4, look at the shape of the wing. The trailing edge is straight on the picture but angled on the F-4. This is an Sukhoi Su-25. Probably just a stock photo.
I think I also recognize the paintwork as a light blue underside, and camouflaged upper side, a fairly normal Su-25 colour-scheme. For example look at this picture:

On the mentioned picture you can also see the pods mentioned by earthman. Mystery solved, don't you think?

So it is again an example of bad journalism.
I still wonder why they took a picture of a jet that isn't used by Turkey. Just to show a picture releasing bombs? They could have done it with a B-52 picture as well.

Ahh that also explains all the hardpoints sticking out of the front of the wings.
So yes, a picture of 'a plane releasing bombs' just in case you wonder what that looks like and have never seen it before.
I'm not sure such close air support machines like the Su-25 are the most appropriate aircraft for such bombing raids, so I'm not sure the Turks would have used them even if they did have them.
