I guess they are looking to bundle an offer to CAAC together with BFS and New CAG to offer a training package like Aerosim is doing in Paris...just thinking out loud I haven't still read the article.

May be a different EEC software...
Fuel/Air ratio might be too lean to fly upper FL, therefore altitude limitation has been put in place to avoid flame-out...Just a guess.

On the LH case I think the limitation is nevertheless linked to the ELAC software issue.
On the new cabin layout from Airbus, it is called spaceflex if I'm not mistaken.

Its a known issue since the modification of the cabin of the A320 ceo as well. Its was called A320 Max. In certain conditions on the ground the aircraft is on the edge of tail tipping.
