I saw an airbus landing today with the left strobe light not working.
Now my question is: Are those strobe lights (white flashing lights at both wings) mandatory and do they have to work?
Is it possible that a plane can't depart because one of the lights(navigation, strobe,...) isn't working?

This weekend I fly from Orly to Nice in with AF B777-300ER. I was looking for the registrations of the AF B773 and noticed that they skipped the Q and W for the registration.
