Strobe lights required to work?

I saw an airbus landing today with the left strobe light not working.
Now my question is: Are those strobe lights (white flashing lights at both wings) mandatory and do they have to work?
Is it possible that a plane can't depart because one of the lights(navigation, strobe,...) isn't working?

Flights organised by Urania.

In the nineties I flew with URANIA to watch the solar eclips.
Are there other members who were on those flights and could give some more info concerning those flights, dates, time, immatriculation,...

My trip to Nice is over. I flew from Orly to Nice with B777-328ER F-GSQR and return flight with A320-111 F-GGEE.
I heard they use the B777-328ER to Nice to have more capacity on this route but the plane was less than half full. :?:

Air France B777-300ER

This weekend I fly from Orly to Nice in with AF B777-300ER. I was looking for the registrations of the AF B773 and noticed that they skipped the Q and W for the registration. So F-GSQQ and F-GSQW do not exist. What could be the reason for this? http://www.planespotters.net/Production_List/sea...
