That used to be the case, but according to Amadeus FLIFO, the plane did take off in CAI (and not LXR) at 10.07 with 70 passengers on board.

Same here, my guess would be a "CAT limitation" for either crew or aircraft which prevents them from landing in CAT2/3 conditions...
