Maybe you can try to contact BATA (Belgian Air Transport Association), they are negociating with the authorities and also represent the DHL crews. I suppose those crews, flying out of Leipzig, are facing the same problems.

If what is told in the press regarding the cooling requirements, dry ice will be the limitation. You can't simply load an aircraft full of pallets cooled by dry ice because of ventilation requirements.

Well, as mentioned, that is less likely as the result of that would not "show" itself as an inability to raise the nose on takeoff, but as wheels staying on the ground beyond 10° of rotation... which ends up in tailstrikes. An inability to raise the nose for cargo pilots immediatly trigger...
