The 717 is a dead-end, no matter how nice it looks. The production line will be closed soon, the majority of operators who bought 717's were the same who operated MD80's, and they did it for commonality. Apart for that really good reason which does not apply to SNBA, I don't see them put their money...

One possible explanation is that the blended winglets being just optional, you need to have the aircraft fully certified with the standard wing tips before you can do the modification.
