My personal opinion fwiw : Brasil is now in a deep economical (and political) crisis. I'm not sure it is the right decision from Norwegian. I don't understand why they don't fly BRU-LCY ? Any explanation for it ? The original VLM tried it some years ago, couldn’t make it profitable. They did not code share with SN, if I remember well. Perhaps a code share with SN (or BA) could make it work if these airlines are interested, of course.

If your info is correct, the decision will say a lot. If SN did not lease C-series aircraft, it is (in my very personal opinion) because LH decided they will exclusively be operated by one of LH Group's premium airline. For LH/CS, SN is a second class airline, so it gets second class and second hand...

As mentioned by Passenger the SSJ is a very comfortable plane. Too bad it is not technically reliable.
The fact that LH, 100 % owner of SN, does not seem (as far as I know) to be willing to help and lets SN sort out the mess alone is quite worrisome. If I missed something, please tell me.
