Aircraft can fly without strobe lights, NAV lights inop are allowed during daytime ops.

Depends on what piece of Air Space ATC is willing to give free for Test Flights.
I am sure ailerons of the A/C will have been tested sufficently. A lot of turning to stay inside that short piece of airspace

I think it's kind of hard to assess the damage by just looking at the picture. The damage you can't see could be heavier then the one you see.
I don't think this will be so easy as desert rat makes it look like.
