When fully staffed Belgian ATC almost never puts restrictions (except due to weather) on inbound or outbound traffic to/from EBBR so what you mention is for sure caused by other ATC units, you are right. Why risk losing money on scheduled routes flying half empty planes when you can make money on ACMI contracts... and with summer season starting soon and the MAX grounded till who knows when I would think more airlines will be needing to lease in planes... Replacing a MAX by a 340 doesn't make sense...

ac doors are quite complex things. I can imagine the fix to take a few hours. If there is no spare ac and or crew available it's best to cancel the flight upon return so other solutions can be found for the pax asap.
