The European Commission has approved €11.7 million in subsidies granted between 2001 and 2011 to the Chamber of Commerce and Industry of Carcassonne-Limoux-Castelnaudary (CCI), the former manager of Carcassonne airport. The aid, mainly funded by local authorities, supported infrastructure upgrades and operating costs and was found compatible with EU State aid rules.
At the same time, the Commission concluded that 11 marketing and airport services agreements signed by CCI with Ryanair and its subsidiary AMS conferred an undue advantage on the airline. By paying inflated marketing fees while reducing airport charges, CCI effectively subsidised Ryanair, granting it incompatible State aid worth €1.8 million.
France is now required to recover this amount, plus interest, to eliminate distortions of competition. The recovery does not constitute a fine but removes the benefit Ryanair gained over competitors.
