ICAO Council holds Russia responsible for downing of Malysia flight MH17, citing violation of international aviation law

Share

The ICAO Council has ruled that the Russian Federation is responsible for the 2014 downing of Malaysia Airlines flight MH17, violating the Chicago Convention.

This decision, made in response to a 2022 case brought by the Netherlands and Australia, supports their claims and marks a significant step toward justice for the 298 victims and their families.

Dutch Foreign Minister Veldkamp welcomed the ruling as a clear message that states cannot breach international law without consequences.

The ICAO Council will next consider how legal redress should proceed, including possible negotiations supervised by the Council.
