The civil aviation authorities of Aruba and San Marino have signed a regulatory framework covering San Marino-registered aircraft operating commercially under Air Operator Certificates issued by Aruba.
The agreement, signed on 7 September 2026, establishes procedures for communication and coordination between the San Marino Civil Aviation Authority, acting as the State of Registry, and Aruba’s Department of Civil Aviation, acting as the State of Operator.
Established under Article 83 of the Chicago Convention, the arrangement does not transfer regulatory responsibilities. Instead, each authority retains its existing duties while coordinating oversight of flight operations, aircraft certification, continuing airworthiness, maintenance, personnel licensing and aircraft records.
Eligible aircraft will be listed individually by type, registration and serial number. San Marino will remain responsible for functions including the issuance and renewal of Certificates of Airworthiness, while Aruba will verify their validity and ensure that operators follow the procedures needed to keep them in force.
The authorities will hold annual meetings to review safety oversight, maintenance, ramp inspections, crew licensing and findings from audits and data analysis. San Marino inspectors will also receive access to relevant Aruba documentation, airport facilities, aircraft and cockpits when required.
The agreement will remain in force for three years and may subsequently be renewed by mutual consent.
