The Dutch Consumers’ Association (Consumentenbond in Dutch) has raised concerns about KLM’s new trial fare that excludes carry-on luggage. As of July 1, the airline is testing a “basic” ticket on select European routes, allowing only a small personal item (max. 40 x 30 x 15 cm) free of charge. Standard cabin baggage now requires an extra fee.
The trial will affect flights from Amsterdam and Paris to cities such as Athens, Dublin, and Stockholm, starting September 9. According to the Consumers’ Association, the move contradicts a 2014 European Court ruling that passengers are entitled to carry a reasonable amount of luggage free of charge.
“The base fare may drop by 8 euros, but taking hand luggage adds around 28 euros, meaning most travellers will pay more,” said director Sandra Molenaar. “It’s a plain money-making model.”
KLM defends the pilot, citing increasing problems with excessive cabin baggage causing delays. The airline emphasises that the policy is not final and remains under evaluation.
Meanwhile, the Consumers’ Association, along with 15 other European groups, has added KLM and Air France to a broader complaint filed against multiple airlines for allegedly illegal hand luggage surcharges.
