The Belgian Council of Ministers has approved a draft royal decree defining the financing of air navigation services at Belgian airports for 2026, following a proposal by Minister of Mobility Jean-Luc Crucke. The decision ensures legal certainty and continuity of air traffic control services within the European regulatory framework.
Air navigation services are governed at EU level through five-year cost periods. The year 2026 falls within the 2025–2029 cycle, based on Belgium’s revised performance plan approved by the European Commission. The decree applies this framework while securing stable funding for skeyes, Belgium’s public air traffic control provider.
The cost-sharing model remains unchanged from 2025. At Brussels Airport, airlines continue to cover the same share of costs, with the federal government financing the remainder to maintain stable charges and protect the hub’s competitiveness. At regional airports—Charleroi, Liège, Antwerp and Ostend—no terminal charges are imposed on users; costs are covered jointly by the federal state and, where applicable, the regions, using the same allocation key as in previous years.
After applying EU traffic correction mechanisms, the federal government’s total contribution for 2026 will amount to €34.5 million. This funding is intended to guarantee operational continuity, safety and service quality, as well as the financial stability of the air navigation service provider.
In line with the coalition agreement, an additional €1.2 million will be earmarked for measures to reduce noise and environmental impacts from air transport. Concrete proposals are expected to be submitted to the Council of Ministers following consultations with sector stakeholders.
